Eugene Triplett

Rev. Eugene French Triplett, Jr was born and raised in Brandy Station, Virginia where he still resides today. He is married to Theresa (Dinkins) Triplett. They have three children: Dr Tamasha Scott DDS, Anita Potts and Jesse Jackson and six grandchildren. Eugene graduated in 1970 from Culpeper County High School, obtained his Associate of Science degree from Germanna Community College in Orange VA and Bachelor of Pharmacy degree from the Medical College of Virginia. He holds an associate and bachelor’s degree in theology from Bethlehem Christian University.

In 1984, he opened the Wilderness Center Pharmacy in Locust Grove, Virginia and recently retired in 2018. He has served as President of the Rappahannock Pharmacy Association, Regional Director of the Academy of Independent Pharmacists of Virginia, member of the Board of Trustees of the Culpeper Regional Hospital, and member of the Second Bank & Trust of the Orange County Board. Presently he serves as a board member of the Northern Piedmont Community Foundation, Secretary of Minority and Veteran Farmers of the Piedmont, Pharmacist-In-Charge at the Culpeper Free Clinic, member of the Culpeper Mid-Day Lions Club and associate minister at Rising Zion Baptist Church in Winston, Virginia.

He currently resides on the family farm in Brandy Station, Virginia that has been farmed for 4 generations of the Triplett family. He currently raises cattle along with hay and vegetables in the family garden. His true passion is farming and helping those of his community.

Elizabeth Zepeda Blubaugh

Vice Chair

Elizabeth Zepeda Blubaugh was born in San Antonio, TX, but moved to Southern California in her youth where she was the U.S. National Debate Champion. She received her BA degree, summa cum laude, from the University of California, and her Master’s in Urban Studies from Occidental College, Los Angeles. She relocated to VA in the 1970’s and has lived in Rappahannock County since 1980, with her husband, Jim, and their three children.

In her professional career, she worked as a Senior Policy Analyst with the Departments of Energy and Commerce, the President’s Commission on Personnel Interchange, and the National Association of Latino Elected Officials. Locally, in the 1990’s, she established the Spanish Language program for the Rappahannock County Schools and served as its Chair for over 10 years. After retiring from teaching, she founded an executive recruitment and placement firm, Zepeda International, Inc., which focused on hard-to-fill international staffing requirements.

Throughout her years in Rappahannock, she has volunteered and worked for numerous nonprofit organizations and has served on the Rappahannock Rapidan Community Board, the Lord Fairfax Foundation Board and the Rappahannock Animal Welfare League Board.

 

David Aldrich

Treasurer

David currently serves as the Chief Executive Officer of Research and Engineering Development at a government contracting firm specializing in Human Systems Engineering and other technical engineering for Naval Aviation and other Department of Defense users and customers. David has worked in the defense contracting industry for approximately twenty-five years. Prior to this, David was involved in the accounting and investment banking industries. David graduated from Princeton University with an Economics degree and from New York University with a Master of Business Administration. David is a past Chairman of the Board of The Shenandoah National Park Trust and currently serves on the Board of The Piedmont Environmental Council

Rev. Anne West

Secretary

The Reverend Anne West received her bachelor’s of science in Education and taught in West Virginia public schools for four years before enrolling in Virginia Theological Seminary. Reverend West was ordained in the Episcopal Church and for the last 31 years, has shared her faith and expertise throughout the mid-Atlantic. She currently serves as Priest for Grace Episcopal in Stanardsville and for Piedmont Episcopal Church in Madison. Reverend West’s expertise in youth and youth programs is a welcome addition to the board. 

Dr. M. Brevard Wallace

Dr. M. Brevard Wallace lll was the senior partner of Culpeper Family Practice from 1976 until his retirement in 2015. The practice grew from two men to a practice with four physicians as well as four nurse practitioners, one being a psychiatric nurse practitioner, and a diabetic educator. Even in retirement, Dr. Wallace continues to volunteer one morning a week at the free clinic.

During his active career he served as Chief of Staff of Culpeper Memorial Hospital being the last unpaid MD in that position prior to their hiring a chief medical officer due to the increasing demands of that office. He also served as a physician advisor for the MSVRO which is the physician peer review organization of the medical Society of Virginia. He served 10 years on the Board of Directors of Culpeper Regional Hospital, During his tenure on the Hospital board, Dr. Wallace was honored as board member of the year. During his time as a board member for the Culpeper Regional Hospital, he was a major driving force behind the Powell Wellness Center creation. He served as their Chairman of the Board, as well as the chief medical officer of this organization for the first 10 years of its existence and is still the chief medical officer.

His major activities now include traveling, skiing and golf with lots of time devoted to his children and grandchildren.

Michael Brown

 

Mike’s former professional life prior to law, was as a real estate title examiner and later as a title insurance agent/underwriter. Early on, he earned a reputation for understanding the subject matter and precise attention to detail. Gradually, Mike came to understand that he could assist many more people by entering the practice of law and working to resolve real property and estate disputes before they went to litigation.

Although Mike focuses his practice on real estate and estate planning, his reputation as a thoughtful and thorough attorney attracts many clients with other issues, such as litigation and land use matters. He has a vibrant practice with Walker Jones in both Fauquier and Rappahannock counties and he is always glad to meet with new clients.

He graduated from the College of William and Mary and secured his law degree, magna cum laude, from George Mason University School of Law.

Françoise Seillier-Moiseiwitsch

 

John Thompson, Jr.

 

Born in Brussels, Belgium, Françoise moved to London, UK for college and graduate school attaining a bachelor’s degree in Mathematics and a master’s and PhD in Statistical Science. She moved to California for her postdoctoral work attending Stanford and Berkeley. She moved to Chapel Hill North Carolina as a tenure-track assistant professor. After being promoted to associate professor (with tenure), she relocated to the Washington DC area, first as associate professor at the University of Maryland-Baltimore County, then as director of the Biostatistics Core of the Lombardi Comprehensive Cancer Center and then as chair of the Department of Biostatistics and Bioinformatics at Georgetown University. Before retiring from academia, she was briefly full professor at the Uniform Services University of the Health Sciences.

She decided to change career path and pursue her passion for viticulture turning her attention full time to the vineyard that she had started with her husband, Julian, several years before. This vineyard has expanded over the past ten years from an acre to nearly twenty acres and now includes a tasting room that overlooks the magnificent Hebron Valley in Madison Virginia. In addition to managing the farm winery, she volunteers at local high schools teaching viticulture to students in the agriculture curriculum. She has served on Madison County’s Planning Commission since 2019.

 

A native of Warrenton, John earned his Master's Degree in School Administration. He taught Health and Physical Education for 38 years in the Fauquier County School system. Mr. Thompson has coached several sports and worked as an Athletic Director in the county schools.

In retirement, he is active as a member of the Warrenton Police Community Coalition, Warrenton Police Community Action Team, and the PATH Foundation’s Community Advisory Committee.

He and his wife, Robyn, are active members of First Baptist Church in Warrenton, where he serves as Chair of the Deacon Ministry.

Dan Carlton

William is an attorney with Ashwell & Ashwell, PLLC. He practices in the areas of litigation, land use and zoning, appellate advocacy, business and commercial law, and trust and estate planning. Mr. Ashwell is admitted to practice in Virginia and before the U.S. District Court for the Eastern District of Virginia, U.S. District Court for the Western District of Virginia, U.S. Court of Appeals for the Fourth Circuit, U.S. Bankruptcy Court for the Eastern District of Virginia, and the Supreme Court of the United States of America. He is a member of the Virginia State Bar and Fauquier Bar Association, and serves on the Virginia State Bar's Seventh District Disciplinary Committee. Mr. Ashwell earned his B.A. degree from Hampden-Sydney College and his J.D. degree from the University of Dayton School of Law.

 
 

Terri has 40+ years of experience as a senior financial leader working in both for profit and non-profit organizations from real estate acquisition, management and construction to communications to education. Recently retired, Terri found her role as  Head of Finance and Operations for an all-girls private catholic school to be the most challenging and rewarding.

Terri has been a long time visitor to Rappahannock County supporting local fundraising events such as Taste of Rappahannock, the Art Tour, Christmas in Little Washington and Sperry Fest. In 2021, Terri and her husband, Eddie, became permanent residents of Rappahannock County.

 
 
 

Elizabeth DiGiulian currently serves as the Director of Finance at Piedmont Environmental Council. Elizabeth holds a Bachelor's Degree in Marketing and an Associate's Degree in Accounting, providing her with a solid foundation in both business strategy and financial management. Eager to deepen her understanding of nonprofit administration, she is currently pursuing a Master's Degree in the field, further enriching her skill set and enhancing her ability to drive positive change within the nonprofit sector.

Prior to her role at Piedmont Environmental Council, Elizabeth dedicated 17 years to supporting nonprofit organizations nationwide, where she played a pivotal role in raising essential funds to fuel their missions. This extensive experience underscores her dedication to serving the greater good and making a tangible impact on society. A true Virginian at heart, Elizabeth was born and raised in Northern Virginia and now calls the charming Town of Warrenton home, where she resides with her husband, Ben, their daughter, Amelia, and two dogs, Gino and Reggie. Beyond her professional endeavors, Elizabeth finds joy in the culinary arts, relishing the opportunity to experiment with new recipes and incorporate local or homegrown ingredients into her creations. She also indulges her love for reading and travel in her free time, finding inspiration and fulfillment in the stories and cultures she encounters along the way.

 

Wesley Cotten was born in Charlottesville and grew up in Madison, Virginia. He married his high school sweetheart and they keep busy with their five children. Wes owns two local businesses in Madison; his primary work of 20+ years has been in the automotive and aviation service industries. Ever the entrepreneur, Wes is always seeking new ideas and connections and is excited about taking part in the development of the local communities.

 
 
 

Dan has served as Pastor at Culpeper Baptist Church since 2014. He received his Bachelor’s in Church Ministries and Sociology from Averett University and his Master’s of Divinity from Southeastern Baptist Theological Seminary. Dan then went on to complete his Doctor of Ministry in Renewal of the Church for Mission at Palmer Theological Seminary. Originally from Richmond, he met his wife, Emily, while attending Averett University and they have 3 children. Dan has a passion for seeing legacy churches continue to grow and connect with the surrounding community. Dan serves on multiple boards - the Board of Trustees at Averett University, the Virginia Baptist Historical Society and the Culpeper Wellness Foundation. He loves to read, is a big Commanders fan and runs so he can eat dessert.
